  LELO    Legacy of Equality, Leadership and Organizing

In 1973 the United Construction Workers Association, the Alaska Cannery Workers Association, and the United Farmer Workers of Washington State established LELO as a racial and economic justice workers' rights 501c3 nonprofit organization. As an organization led by ordinary workers, we develop the leadership of those most marginalized in our society: people of color, working class women, recent immigrants and LGBTQ (lesbian/ gay/bisexual/ transgender/ queer) workers. Our social change strategy is local organizing, with emphasis on political education and solidarity networks with workers across all borders.

    Relicensing Program
    King County District Court has a full service Re-licensing Program to assist individuals with a suspended drivers’ license. The program is being held in two locations: West Division in the Seattle Courthouse and the South Division in the Renton Courthouse.

    The following calendars are in the near future:

    Seattle: March 9, 16, and 30; April 6, 20 and 27; May 11 and 18; June 1, 8, 22, and 29. Arrive by 8:45 a.m. in Room E-341, 3rd Floor, King County Courthouse, 516 Third Avenue, Seattle (206-205-9200).     The King County Prosecutor’s Office offers an invitation to enroll in the Relicensing Program in lieu of filing the criminal charges of Driving While License Suspended in the Third Degree and No Valid Operator’s License. Individuals who appear are then offered a variety of payment options including community service and the Community Work Program (work crew). The King County Department of Adult and Juvenile Detention, Community Corrections Division manages the Community Work Program. Individuals have 6 months to pay their fines in full. If an individual is unable to pay within the 6 months guideline, they either are referred to the Community Work Program or allowed to extend their payments another 3 months. The case is referred to the King County Prosecutor’s Office for determination of filing once the individual is out of compliance. In addition, King County District Court allows individuals who may be suspended with no pending charges or individuals with pending charges who want help obtaining their license appear as walk-ins. Once the individual obtains their license, the King County Prosecuting Attorney has chosen not to file the criminal charge of Driving While License Third Degree or No Valid Operator’s License.

    A hearing is set inviting participants to voluntarily enroll in the program. At the hearing, a King County District Court Judge may mitigate and adjudicate any King County District Court infraction fines. The participant then meets with the following service providers to address outstanding fines:

    AllianceOne Collections- More than 65 courts in Washington State participate in the PIA program. Once an individual makes the first monthly payment, the participating courts will remove the hold on the license. The participant makes monthly payments until the balance is paid in full.

    Community Service- Individuals are able to perform community service at the rate of $10.00 for each hour worked. Individuals are referred to community based organizations as part of the Relicensing Program or they are able to self refer. The District Court holds are released once the court receives written proof of community service hours performed.

    Community Work Program- Individuals are able to participate in work crew and receive credit towards King County District Court fines at the rate of $150 for every 8 hour day worked.

    Signal Management Service- Individuals are able to make a 10% down payment on non-collection fines and monthly payments for the remaining balance.

    Community Based Organization- A representative from LELO is present to assist individuals with other cases not covered by any of the above. In addition, the community-based organizations refer individuals from their orientations to have their King County District Court fines addressed.
